Trailers, campers and boats – not allowed outside after November 15th


Trailers for motorcycles, seasonal use trailers for watercraft and camping equipment shall not be permitted to be parked outside on residential or commercial property from November 15 to March 1.
§ 318-3 Seasonal use trailers, utility trailers, enclosed trailers, tents and camping equipment.

A. Parking restrictions and exceptions. The parking of seasonal use trailers, utility trailers, enclosed trailers and camping equipment, as defined in § 318-2 of this article, shall not be allowed in the front, side or rear yard of any residentially or commercially zoned property, whether or not enclosed or fenced, with the following exceptions and conditions, and then only on a hard surface as defined herein:
(1) Seasonal use trailers for motorcycles shall be permitted to park in the driveway or side yard from March 1 through November 15. Seasonal use trailers for watercraft shall be permitted to park in the driveway or side yard from March 1 through November 15. Seasonal use trailers for snowmobiles shall be permitted to park in the driveway or side yard from November 1 through March 31. Seasonal use trailers for all-terrain vehicles shall be permitted to park in the driveway or side yard year round, provided that the all-terrain vehicle is actually being used as opposed to parking merely for storage purposes. No watercraft, snowmobile, or all-terrain vehicle shall be stored in the driveway or side yard of a residentially or commercially zoned property as herein permitted except upon a seasonal use trailer. In the event that the seasonal use trailer is not being utilized for the storage of watercraft, motorcycles, all-terrain vehicles or snowmobiles and is otherwise empty, it may be stored in the driveway or side yard year round.
(2) The Village Administrator has the authority to adjust the dates forward for parking of seasonal use trailers based upon weather conditions.
(3) Camping equipment may park in the driveway or side yard of residentially zoned property from March 1 through November 15. Pop-up campers not exceeding 20 feet in length shall further be allowed to park in the side yard of a property on an annual basis provided that the pop-up camper is in a closed position, except when utilized for living and sleeping purposes as provided for in this article.
(4) Vehicles, machinery and equipment used for construction activities shall not be stored or parked on residentially or commercially zoned property except during the course of ongoing and continuously progressing construction activities at that property.
(5) One utility trailer may be parked in the driveway or rear or side yard of a residentially zoned property year round and need not be on a hard surface.
(6) Nothing herein shall limit or otherwise affect a resident’s ability to store any seasonal use trailer, utility trailer, enclosed trailer and/or item of camping equipment entirely within the confines of the resident’s garage or other permitted accessory structure.
(7) All seasonal use trailers, utility trailers, enclosed trailers, and camping equipment permitted for parking under this article shall not park within four feet of the lot line or required Zoning Code setback, whichever is greater. In addition, no such items shall be permitted to park more than 10 feet from the primary structure housed on the lot measured to the furthest point away from the structure.
(8) The parking of more than two seasonal use trailers, enclosed trailers, utility trailers, and/or items of camping equipment simultaneously on a residentially or commercially zoned property is prohibited. Any two such items cannot be stored in the same lot location together unless one of them is a utility trailer. This quantity limitation shall not apply, and there shall not be counted, any such item(s) parked and/or stored entirely within the confines of the resident’s garage or other permitted accessory structure.
(9) Enclosed trailers are permitted to be parked in the driveway or side yard year round.
(10) Tent structures are to be used for recreational purposes only. A tent structure shall not be used for storage purposes. A tent is for temporary uses only; 72 hours.

2019 Street Reconstruction – Project Schedule




The 2019 construction season is winding down in The Village of Allouez and some or all of the streets listed below have been completed:
1. Longview Ave. –Delahaut St. to Libal St.
2. Oakwood Ave. – Greene Ave. to Allouez Ave.
3. Oak Hill Dr. – Beaumont St. to Oakwood Ave.
4. Summit St. – Beaumont St. to Oakwood Ave.
5. Martha Ave. – Dead End south 60 feet (New Construction)
6. St. Joseph St. - Riverside Dr. to Webster Ave. 
7. Brookridge St. – Libal St. to Dauphin St.
8. Beaupre St. – Libal St. to Webster Ave.
9. Warren Court – Riverside Dr. to Du Charme Ln.
10. Blackhawk Drive – Libal Street east 250 ft.


This reconstruction project includes:
- Replacement of the existing water main, sanitary and storm sewer where necessary.
- Removal and replacement of existing water, sanitary and storm sewer laterals to the property line.
- Placement of new concrete curb & gutter and driveway aprons.  The existing driveway width at the property line will be matched.
- Removal and replacement of the asphalt pavement.
- Installation of new sidewalk on Longview Ave (north side only) and St. Joseph St. (both sides).

- Voluntary replacement of private side sanitary sewer lateral.

Longview Ave. – Delahaut St. to Libal St.
• Work Started – June 24
• Work Completed – September 6
Project Status:
Street opened to traffic.  Contractor will monitor the progress of the turf restoration.  


Martha Ave. – Dead End south 60 feet (New Construction)
• Work Started – May 13th
• Work Completed – September 13
Project Status:
Street opened to traffic.  Contractor will monitor the progress of the turf restoration.  


St. Joseph St. - Riverside Dr. to Webster Ave. 
• Work Started– May 20th
• Work Completed
Project Status:
Street opened to traffic.  Contractor will monitor the progress of the turf restoration.  


Oakwood Ave. – Greene Ave. to Mission Road
Weather permitting the anticipated project schedule is as follows:
• Work Started June 24
• With exception of the placement of the final layer of asphalt, the work has been completed.
Project Status:
Road is paved and open to traffic, final layer of asphalt to be installed by June 12 of 2020.  Contractor will monitor the progress of the turf restoration.  Next spring lawns to be mowed as needed by property owners.  


Oakwood Ave. –Mission Road to Allouez Ave.
Weather permitting the anticipated project schedule is as follows:
• Work Started – Sept 3
• With exception of the placement of the final layer of asphalt, the work has been completed.
Project Status:
Road is paved and open to traffic, final layer of asphalt to be installed by June 12 of 2020.  Contractor will monitor the progress of the turf restoration.  Next spring lawns to be mowed as needed by property owners.  


Oak Hill Dr. – Beaumont St. to Oakwood Ave.
Weather permitting the anticipated project schedule is as follows:
• Work started Aug 12
• With exception of the placement of the final layer of asphalt, the work has been completed.
Project Status:
Road is paved and open to traffic, final layer of asphalt to be installed by June 12 of 2020.  Contractor will monitor the progress of the turf restoration.  Next spring lawns to be mowed as needed by property owners.  
    
Summit St. – Beaumont St. to Oakwood Ave.
Weather permitting the anticipated project schedule is as follows:
• Work Started Aug 28
• With exception of the placement of the final layer of asphalt, the work has been completed.
Project Status:
Road is paved and open to traffic, final layer of asphalt to be installed by June 12 of 2020.  Contractor will monitor the progress of the turf restoration.  Next spring lawns to be mowed as needed by property owners.  


Brookridge St. – Libal St. to Dauphin St.
• Work Started --  August 19
• Work Completed – September 7
Project Status:
Street opened to traffic.  Contractor will monitor the progress of the turf restoration.


Beaupre St. – Libal St. to Webster Ave.
Weather permitting the anticipated project schedule is as follows:
• Work to Begin – September 23
• Work Completed
Project Status:
Street opened to traffic.  Contractor will monitor the progress of the turf restoration.  


Warren Court – Riverside Dr. to Du Charme Ln.
Weather permitting the anticipated project schedule is as follows:
• Work to Begin – Approximately 9/23/19
• With exception of the placement of the final layer of asphalt, the work has been completed.
Project Status:
Road is paved and open to traffic, final layer of asphalt to be installed in spring of 2020.  Contractor will monitor the progress of the turf restoration.  Next spring lawns to be mowed as needed by property owners.  


Blackhawk Drive – Libal Street east 250 feet.
Weather permitting the anticipated project schedule is as follows:
• Work Started October 2nd
• With exception of the placement of the final layer of asphalt, the work has been completed
Project Status:
Road is paved and open to traffic, final layer of asphalt to be installed in spring of 2020.  Contractor will monitor the progress of the turf restoration.  Next spring lawns to be mowed as needed by property owners. 

Village Seeking Part-Time Park Facility Rental Custodian

The Village of Allouez is seeking a Rental Facility Custodian
JOB PURPOSE:
The Rental Facility Custodian is responsible for the supervision and light custodial duties at park facilities during a scheduled rental. Rentals take Sunday-Saturday 9am-10pm throughout the year.
Monthly rentals shared amongst all rental facility custodians.
DUTIES & RESPONSIBILITIES: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive and other duties may be required and assigned.
 - Opening and closing park facilities before and after a rental
 - Assist renters as needed
 - Enforcement of rental rules and regulations
 - Examine the facility after rental(s) to ensure that the facility was left in good condition and clean for the next rental
 - On call during the entire rental. Must be able to respond to site within 15 minutes
 - Perform routine cleaning of the facility including restrooms, restocking paper products, removal of trash, and operating floor scrubber
 - Report and record damage to property
 - Snow and ice removal of facility sidewalks and entryways as needed
POSITION QUALIFICATIONS:
 A high school diploma or equivalent and some work experience are preferred
 Must be at least 18 year or older
KNOWLEDGE, SKILLS AND ABILITIES:
 - Ability to communicate effectively with patrons.
 - Ability to perform light custodial duties.
 - Be able to work independently with little or no supervision
 - Knowledge of basic janitorial procedures
 - Ability to make sound decisions and exercise good judgment
SUPERVISION/DECISION MAKING: Does not supervise others. Decisions affect the operation of the work unit. Receives general supervision and works alone on routine work from standard practices and procedures.
INTERACTION: Frequent contact with immediate supervisor and the general public. Contacts involve routine matters where information is furnished or obtained. Customer service is essential.

Hours vary dependent on needs of the department and scheduled rentals.
